I tried a technique in After Effects that allows you to animate still images; wasn't satisfied with the results. I'll do something nicer that doesn't have to rely on effects next time.
The character was drawn in Photoshop as separate layers. You can see how that was done * here *.
The swirls were made in Illustrator using the spiral tool, then brought into After Effects, masked, and rotated for the duration of the shot.
I used CC Light Rays to punch up the sheen on her glasses. The glare was animated by hand in Photoshop; CC Light Rays only enhanced what I had drawn, it didn't create any new frames of animation.
Finally, I used the Liquify effect in AE to move the hand that adjusts the glasses.
That's everything! All the other little things like the flashing lights on the robot were drawn in Photoshop.
